In November 2001, a former senior employee with a major construction company blew the whistle on a number of malpractices. His testimonial was the focus of a Dutch television documentary. The documentary highlighted illicit practices in the Dutch Construction Industry and sparked off a series of formal investigations.
In the course of the following year, the proceedings of the Parliamentary Committee of Inquiry into the Construction Industry and resulting Report established the wide ranging impact of the affair. The Inquiry clearly established that public procurement procedures were open to abuse.
